Open one undrained can of black beans and add to either a food blender or food processor.
Add to the blender with the black beans, the garlic, green onions, red onion, cilantro, roasted red peppers, olive oil, chili powder, lime juice, and hot pepper sauce.
Blend the above ingredients together until smooth.
Open the second can of black beans, drain into a colander, and then add these beans (not blended) to the blended dip to provide more texture. Stir together until well-mixed.
